First hint: Look at the hundredths digit to decide which way the tenths go.

Rounding to the nearest tenth means keeping ONE digit after the decimal point.
find the tenths digit. In 23.86 it is the 8, the first one after the point.
look at the digit just after it, the hundredths: that is 6.
6 is 5 or more, so the tenths digit goes UP: 8 becomes 9.
the answer is 23.9.
23.86 sits between 23.8 and 23.9, and it is nearer to 23.9 — which is the same thing the rule is telling you.
