A pattern is symmetrical about the path when every flower has a partner straight across it, the same number of squares away.
find the flowers that already match. 6 of them do: they sit in 3 pairs, level with each other across the path, so they need nothing.
every other flower is on its own. Each dashed square above is where its partner has to go, joined to it by a dotted line.
count the dashed squares: 10. So Judy plants 10, and the garden ends up with 26 sunflowers in all.
